Introduction: A Wake-Up Call for Bali’s Power Infrastructure

On Friday, May 2, 2025, Bali experienced an unprecedented island-wide blackout lasting nearly 12 hours, starting around 4:00 PM WITA. From tourism centers like Ubud and Seminyak to critical infrastructure like airports and hospitals, the outage disrupted everyday life and raised serious questions about the island’s energy reliability.

What Caused the 2025 Bali Blackout?

According to PT PLN (Persero), Indonesia’s national electricity provider, the blackout was caused by a technical failure in the 150 kV high-voltage overhead transmission line (SUTT) in East Java. This issue disrupted the undersea power cable connecting the Java and Bali electrical grids.

The Java-Bali power link normally provides around 270 MW of power to Bali. Once the connection failed, a severe imbalance between power supply and demand triggered a rapid drop in electrical frequency, which forced all generators in Bali, public and private, to disconnect from the grid to prevent equipment damage.

PLN was quick to stress: this was not a cyberattack or sabotage, but rather a purely technical fault.

  • Partial restoration: Within 30–45 minutes in some areas 
  • 90% power restored: By midnight on May 3 
  • Full recovery: Confirmed by 3:30 AM WITA on Saturday, May 3 

Despite the swift response, many parts of the island experienced a near-total blackout for several hours, especially outside tourist and government zones.

Economic and Social Impacts: Who Was Affected?

1. Tourism Sector

Bali’s tourism-heavy economy took a direct hit. Restaurants, hotels, and cafés struggled to process digital payments, run air-conditioning, or even keep lights on, an unpleasant surprise for visiting tourists.

2. UMKM (Small and Micro Businesses)

Small kiosks, markets, and local warungs faced lost revenue, particularly those dependent on card-based or app-based payment systems.

PLN’s Emergency Response and Mitigation

PLN mobilized hundreds of field personnel to troubleshoot and gradually restore power. Thanks to redundancy protocols and priority sequencing, key public facilities, like hospitals, Denpasar airport, and ports, were reconnected first.

By early Saturday, full power was restored, and the company initiated internal evaluations to strengthen system reliability.

Darmawan Prasodjo, PLN’s CEO, issued a public apology and emphasized their long-term plan to fortify Java-Bali transmission reliability.

Government Reaction: Balancing Holidays, Tourism, and Infrastructure

Bali Governor Wayan Koster urged swift recovery efforts ahead of several major events:

  • Hari Raya Kuningan (a major Balinese Hindu celebration)
  • International rock climbing championship in Nusa Dua 

The blackout underscored the fragility of Bali’s power dependency on external grids and highlighted the urgent need for energy diversification and local backup infrastructure.
